Job Title: Program Manager / RFQ Specialist - Network Construction Partner Landscape

Position Overview
Our client, a leader in the telecommunications sector, is seeking a skilled and driven Program Manager to lead a major initiative focused on reshaping the operational approach with network construction partners. This position offers an exciting opportunity to address competitive pressures, financial constraints, and technological evolution, with a focus on driving innovation, efficiency, and operational excellence in network construction.
In addition, this role involves responsibility as an RFQ Specialist for selecting new partners in the network deployment space. This dual responsibility encompasses a 6-month temporary assignment and provides a chance to significantly influence our client's approach to construction and vendor relationships.
Responsibilities
1. Program Manager for Network Construction Partner Landscape (80%)
Objective:
Lead and coordinate strategic initiatives to transform our client's network construction partnership landscape, focusing on cost optimization, quality improvements, and increased collaboration.
Key Responsibilities:
Coordinate Cross-Functional Initiatives: Oversee approximately 20 strategic initiatives across various domains, including RFQ, payments, governance, quality, tooling, collaboration, and training.
Align Stakeholders: Collaborate closely with CFST, NEO, PRO, FIN, and CUO teams to ensure consistency in initiative content, timelines, and dependencies.
Monitor & Report: Track program status, risks, issues, and benefits, providing regular updates to senior management.
Governance & Quality Assurance: Establish a robust governance framework, ensuring deliverables are aligned with program objectives and meet quality standards.
Conflict Resolution & Continuous Improvement: Identify improvement areas, facilitate conflict resolution, and drive synergy across projects.
2. RFQ Specialist for Network Deployment Partner Selection (20%)
Objective:
Identify and select cost-effective, quality-oriented vendors to support network construction and maintenance activities, leveraging competitive pricing and innovative contractual approaches.
Key Responsibilities:
Market Analysis & Vendor Identification: Conduct market research to identify potential new vendors capable of offering cost reductions and improved service.
Vendor Selection Process: Lead the end-to-end RFQ process, from proposal requests and bid evaluations to vendor qualification and contract negotiations.
Cost Optimization & Efficiency Enhancement: Develop and implement sourcing proposals, aiming for efficiency improvements and cost savings of 30% below current levels.
Contractual & Compliance Oversight: Define contractual terms, including SLAs, volume sharing, and compliance with legal and regulatory standards.
[Optional] Vendor Onboarding & Performance Monitoring: Support the onboarding process, monitor vendor performance, and provide feedback to maintain high standards.
Reporting Structure
You will report to the team lead, Steven Bultynck, of the 'Technical Vendor Management' team within the SET division.
Qualifications
Experience: Proven experience in program management within network construction and maintenance, ideally with previous exposure to the telecom sector.
Technical Knowledge: Strong understanding of network construction markets, trends, and best practices.
Analytical Skills: Excellent problem-solving and analytical skills, with a keen eye for detail.
Communication & Negotiation: Exceptional communication, relationship-building, and negotiation abilities.
Adaptability: Ability to work both independently and collaboratively in a dynamic and fast-paced environment.
